Revives previously time-barred claims by permitting victims whose cases were dismissed due to expired statutes of limitations to refile in Superior Court

Waives sovereign immunity, allowing lawsuits against any person, institution, charitable organization, educational institution, hospital, or government entity

Replaces the 2007 Child Victim's Act's two-year filing window with permanent, unlimited access to courts for childhood sexual abuse survivors

Protects accused persons by allowing recovery of attorneys' fees if the court independently finds a false accusation was made with malicious intent and no factual basis
