Defines "inhabitant" as a person who both claims legal residence and physically resides in a school district, replacing the less specific term "resident" throughout school board statutes

Establishes that a school board member who is not physically present in their district for more than 75% of the days in any consecutive year-long period is no longer considered an inhabitant and must vacate their seat

Creates exceptions to the physical presence requirement for school board members deployed in military service and those absent due to events that cannot be anticipated or controlled

Allows any district resident with good cause to believe a school board member has ceased to be an inhabitant to bring an action in Superior Court to have that seat declared vacant

Applies the new residency requirements to school boards across multiple districts including Brandywine, Christina, Colonial, Red Clay Consolidated, Indian River, Cape Henlopen, Milford, and vocational-technical school districts
