Prohibits employers from requiring employees to attend meetings or communications whose primary purpose is to convey the employer's opinions on political or religious matters

Defines "political matters" to include legislation, regulation, public policy, elections, and decisions about joining political parties or labor organizations

Exempts meetings that are required by law, wholly voluntary, or necessary for employees to perform their job duties, as well as religious communications by religious employers

Protects employees from retaliation, including discharge or discipline, for refusing to attend covered meetings or for reporting suspected violations in good faith

Imposes civil penalties of $1,000 to $5,000 per violation for employers who retaliate against employees under this provision
