Clarifies the background check process for individuals appointed to fill vacant school board seats, requiring completion of a background check under § 209 before appointment

Assigns the Commissioner of Elections responsibility for determining whether an individual seeking appointment to a school board vacancy is qualified under both § 209 (background check) and § 1052 (general qualifications)

Amends Title 31 to explicitly include individuals "seeking to be appointed to fill a vacancy on a school board" in the category of persons whose background check information must be provided to the Commissioner of Elections

Requires the SBI (criminal background) and DSCYF (Child Protection Registry) to provide background check information to the Commissioner of Elections within 15 days of request for both election candidates and vacancy appointments

Standardizes the qualification verification process so appointed school board members undergo the same review as elected candidates
