Proposes a constitutional amendment to Article V, Section 4 of the Delaware Constitution to give the General Assembly broader authority to enact voter registration laws without current constitutional restrictions on registration deadlines

Removes existing constitutional requirements that mandate specific registration periods (60-120 days before elections, closing 10-20 days before) and the judicial appeal process for registration disputes

Requires the General Assembly to provide by law means to ensure the integrity and accuracy of voter registration

Responds to the Delaware Supreme Court's 2022 decision in Albence v. Higgin, which struck down a same-day voter registration statute as incompatible with the current constitutional registration deadline requirements

Constitutes the first leg of a two-passage constitutional amendment process, requiring two-thirds approval from both houses in consecutive General Assemblies to take effect
