Eliminates the restriction that capped admissions from any single Sussex County school district to a proportional percentage of the county's total eighth grade enrollment

Maintains the random lottery admission process when applications exceed the district's allowed student enrollment capacity

Preserves admission preferences for siblings of currently enrolled students and children of permanent district employees working at least 30 hours per week

Continues protections prohibiting denial of applicants with GPAs below the 70th percentile or who failed eighth grade courses, and restricting disciplinary removals without parental and home district consent
