Expands free school breakfast and lunch eligibility to students from households with incomes between 185% and 225% of the federal poverty level, building on previous Delaware legislation that covered students up to 185%

Requires the Delaware Department of Education to reimburse public schools for providing these free meals, covering the difference between federal paid meal reimbursement rates and federal free meal reimbursement rates

Schools must carry over eligibility determinations for the expanded free meals program using the same procedures as federal carryover rules, with no liability for accuracy of carried-over determinations

Exempts schools already participating in federal Community Eligibility Provision, Provision 1, Provision 2, or Provision 3 programs from these requirements

Takes effect immediately with implementation beginning July 1, 2026
