Establishes a 9-member Housing Department Task Force to study and recommend the creation of a new Delaware Department of Housing, with members including state legislators from both parties, the Delaware State Housing Authority Director, and representatives from Health and Social Services, Office of Management and Budget, Controller General, and DNREC

Task Force must review the Delaware State Housing Authority's role in relation to a new department, examine how Dover, Newark, and Wilmington Housing Authorities could interact with it, and assess non-profit housing organizations' needs

Task Force must propose which divisions, agencies, governmental bodies, and existing housing programs should be moved into the new department, along with staffing levels and a creation timeline

First meeting must be held no later than September 19, 2025, with a final report containing findings and recommendations due by April 9, 2026

Co-chairs will be appointed from the majority caucuses of the Senate and House, with the General Assembly providing support staff including a legislative attorney
