Directs the Department of Health and Social Services (DHSS) to explore Delaware's participation in the federal Restaurant Meals Program (RMP), which allows certain SNAP recipients to use benefits for hot prepared meals at participating restaurants

Eligible participants would include SNAP recipients who are disabled, at least 60 years old, unhoused, or qualifying family members of those individuals

Requires DHSS to submit a final report by September 30, 2025, including analysis of whether RMP participation is recommended, projected implementation costs, and data on eligible Delawareans by zip code

Report must compare costs and benefits of statewide implementation versus targeting specific zip codes, and include an implementation plan if participation is recommended

Ten states including neighboring Maryland and Virginia already operate RMP programs; participating restaurants must offer meals at concessional rates to eligible individuals
