Establishes a 13-member Driving Under the Influence Prevention Task Force including legislators from both parties, the Attorney General, representatives from the judiciary, probation and parole, corrections, substance abuse services, public defense, state police, and highway safety

Task Force must hold its initial meeting within 60 days of enactment and submit a final report to the General Assembly and Governor by January 1, 2026

Requires the Task Force to study DUI arrest and conviction rates, reasons for failed prosecutions, frequency of enhanced penalties for repeat offenders, and sentencing practices

Directs identification of potential legislative changes to deter DUI, including increased fines, longer jail sentences, and mandatory substance abuse treatment that cannot be waived in plea bargains

Task Force must identify detection devices and methods for law enforcement to detect intoxication from substances other than alcohol, along with associated procurement and training costs
