Directs the Department of Education to conduct a comprehensive review of alternative student assessment models, including through-year and growth-based systems that provide more frequent testing with real-time feedback

Requires particular attention to how alternative assessment systems can better serve students with learning disabilities, addressing concerns that current summative assessments impose significant stress on these learners

References Montana's MAST (Montana Aligned to Standards Through-Year) pilot program as a model that provides shorter, more frequent assessments aligned to local curricula and focused on individual student progress

Mandates stakeholder engagement with educators, special education professionals, school leaders, families, and student representatives to evaluate feasibility, technical capacity, cost, and instructional alignment

Requires the Department to submit findings and recommendations to the Governor, legislative leadership, and the Division of Legislative Services by June 30, 2026
