Directs the Secretary of the Department of Health and Social Services to submit reports on Delaware's Purchase of Care (POC) Program by December 1, 2025, March 1, 2026, and June 1, 2026

Requires detailed reporting on children served monthly in Fiscal Years 2024 and 2025, total POC spending, and funding source breakdowns including federal (CCDF, TANF, SSBG, SNAP), state, stimulus, and parent co-pays

Mandates collection of utilization data including enrollment numbers, attendance by county, full/half day rates, absent days covered, and demographic information on race, household income by federal poverty level percentage, and household type

Requires Fiscal Year 2026 projections including quarterly spending, anticipated attendance, reserve funds assessment, and cost estimations for expanding eligibility to families at 300%, 350%, and 400% of federal poverty level

Reports must be submitted to the Controller General, Office of Management and Budget, Joint Finance Committee Co-Chairs, Delaware Early Childhood Council, and Interagency Resource Management Committee, and made publicly available within one week
