Allows House members to participate remotely in special sessions via electronic communication, with prior written authorization from the Speaker of the House

Requires members seeking remote participation to submit a written request with reasoning at least 2 hours before the scheduled session

Defines "special session" as any House convening outside the regular session period (second Tuesday in January through 5:00 p.m. on the last day of June)

Remote participants must have their identity verified, be visible and audible to all members and the public, and all votes must be taken by roll call when remote participation occurs

Actions taken by members participating remotely have the same legal effect as if physically present, and a physical quorum must still be present in Dover for remote participation to be permitted
