Establishes the complete procedural rules for the Delaware House of Representatives for the 153rd General Assembly, including meeting times (Tuesdays, Wednesdays, and Thursdays at 2:00 PM), quorum requirements (21 members), and order of business.

Defines the Speaker's powers and duties, including presiding over sessions, appointing all committee members, assigning bills to committees, setting the agenda, and signing all passed bills and resolutions.

Creates 21 standing committees covering areas such as Appropriations, Education, Judiciary, and Health & Human Development, and establishes rules for committee meetings, quorums (4 members or majority, whichever is less), and deliberative processes.

Requires all members to complete anti-harassment training and implicit bias/cultural competency training at least once per General Assembly, with detailed procedures for reporting and investigating harassment complaints through the Ethics Committee.

Provides emergency procedures allowing virtual meetings when authorized by the President Pro Tempore and Speaker due to an emergency, with specific requirements for member verification, public access, and voting procedures.
