Explicitly protects religious freedom by stating the right to marry does not modify or infringe upon the constitutional right to freedom of religion

Requires a two-thirds vote in both chambers of the General Assembly to pass, as mandated for constitutional amendments

Must be passed again by the next General Assembly following the next general election before the constitutional amendment takes effect
