Requires prevailing wage provisions in all public works contracts exceeding $500,000 for new construction or $45,000 for alteration, repair, renovation, rehabilitation, demolition, or reconstruction that are paid for in whole or in part with public funds

Expands the scope of prevailing wage requirements from projects where the State appropriated funds to any project using public funds

Maintains the existing system where the Delaware Department of Labor, Division of Industrial Affairs determines prevailing wages based on collective bargaining agreements or surveys when such agreements don't prevail

Preserves the rule that collective bargaining rates become the prevailing wage when they have prevailed for 4 consecutive years in a particular trade, craft, and county

Continues to allow one challenge of the prevailing wage rate per cycle as established in Department regulations
