Adds the Secretary of the Department of Safety and Homeland Security (or designee) as an ex officio member of the Enhanced 911 Emergency Reporting System Service Board

Designates the Secretary of Safety and Homeland Security (or designee) as Chair of the Board, replacing the previous Governor-appointed Chair position

Reduces Governor-appointed Board members from 6 to 5, while maintaining requirements that at least 3 members have telecommunications expertise and at least 1 represent the Delaware Association of County Governments

Terminates the term of the current Governor-appointed Board Chair upon enactment of the Act

Limits proxy attendance at Board meetings to 3 times per calendar year for Governor-appointed members only
