Requires all Delaware school districts and charter schools to adopt cell phone use policies with educator input that limit cell phone use during instructional time

Policies must include clear guidelines on acceptable use, designated times and places for phone use, a system of consequences for violations, and exceptions for emergencies and medical or educational accommodations

School districts and charter schools must post their adopted cell phone policies on their websites by August 31, 2026

Implementation and enforcement must be fair and consistent, with explicit requirement that enforcement not be solely the responsibility of classroom educators

The Department of Education must provide model policy language to schools, and any policy amendments must be submitted to the Department within 90 days
