Enacts the Interstate Compact for School Psychologists, allowing licensed school psychologists to obtain equivalent licenses to practice in other member states without meeting duplicative requirements

Requires school psychologists seeking licensure under the Compact to hold an active home state license, complete a 1,200-hour supervised internship (600 hours minimum in a school), graduate from a qualifying program, and pass a national exam

Creates the School Psychologist Interstate Licensure Compact Commission as a joint government agency to administer the Compact, establish rules, and facilitate information sharing between member states

Provides special accommodations for active military members and their spouses, allowing them to designate their home state license based on permanent residence, primary practice location, or Permanent Change of Station location

Takes effect when 7 states enact the Compact; currently enacted in 2 states with legislation pending in others
