Increases the maximum blade length for an "ordinary pocketknife" from 3 inches to 3.75 inches, meaning knives with blades up to 3.75 inches carried in a closed position would no longer be classified as deadly weapons

Removes the term "folding" from the definition of ordinary pocketknife, broadening which knife types qualify for the exception

Repeals § 1446, which made it an unclassified misdemeanor to sell, offer for sale, or possess a switchblade knife (blade released by spring mechanism or gravity)

Allows individuals to legally own and possess one-handed opening knives commonly used as tools by tradespeople and outdoor enthusiasts without facing criminal prosecution

Retains the ability to prosecute individuals for deadly weapons-related offenses if such knives are used in attacks or assaults intended to cause death or serious injury
