Creates the Division of Legislative Services in Delaware Code to assist the Director of the Division of Legislative Services in performing their assigned functions

Establishes the Office of the Controller General in Delaware Code to assist the Controller General in performing their assigned functions

Addresses a gap in existing law where Chapter 11 of Title 29 authorized the appointment of a Director and Controller General but never formally created the offices they oversee

Amends Title 29, Chapter 11 (Legislative Council) to codify organizational structures that already exist in practice
