Adds parking administration to the Town Manager's supervisory responsibilities alongside existing duties for sewer, water, streets, and other town infrastructure

Allows termination of the independent audit firm's contract by the Town Manager with Audit Committee concurrence

Modifies Chief of Police qualifications to allow candidates who agree to obtain required Delaware Council on Police Training certification within one year of employment, rather than requiring certification at time of appointment

Changes Beach Patrol Captain employment from optional to mandatory contract with a fixed term not exceeding 3 years, and clarifies that town bonds and certificates of indebtedness are exempt from state, county, and municipal taxes with a $3,000,000 aggregate debt limit
