Authorizes the Division of Public Health and Delaware Health Care Commission to collect demographic and employment-related data from health care providers during the licensing and renewal process to support workforce research and planning

Requires the Division of Professional Regulation to collaborate with health agencies to identify and collect relevant workforce data, excluding personal information such as home addresses and financial information

Expands permitted uses of licensing data to include identifying Health Professional Shortage Areas (HPSAs), Maternity Care Target Areas (MCTAs), Medically Underserved Areas and Populations (MUA/Ps), and informing health care workforce policy

Adds three new licensing boards to the list of affected entities: Board of Funeral Services, Board of Massage and Bodywork, and Board of Veterinary Medicine

Addresses Delaware's health care workforce shortages across physicians, nurses, dentists, and behavioral health professionals by enabling evidence-based policymaking through improved data collection, following practices already used by at least 28 other states
