Clarifies that Title 21 motor vehicle offenses and civil violations cannot be used to deny expungement requests for other eligible criminal charges in the same case

Amends the definition of "case" to exclude Title 21 offenses, equivalent municipal/county offenses, and civil violations from being considered part of a case for expungement purposes

Removes eligibility for discretionary expungement of three specific Title 21 offenses: driving after judgment prohibited, reckless driving, and operation of a motor vehicle causing death

Addresses the June 2024 Cornette v. State Superior Court ruling that had denied expungement when a Title 21 conviction was included in the same case as otherwise eligible charges

Applies the same expungement rules to both adult criminal records (Title 11) and juvenile records (Title 10)
