Expands the definition of "dental care" for Medicaid recipients to include diagnostic, preventive, restorative, and periodontal services, replacing the previous language that limited coverage to treatments authorized by regulation

Removes the $1,000 annual cap on dental care assistance for adult Medicaid recipients

Eliminates the $1,500 emergency benefit review process for additional dental care, instead prohibiting any annual monetary limits on adult dental coverage

Maintains the existing $3.00 copay requirement for all dental care treatments for adult recipients

Requires the Secretary of Health and Social Services to submit a Medicaid State Plan Amendment to the Centers for Medicare & Medicaid Services within 90 days of enactment
