Expands the definition of "practice of dental hygiene" to include administration of local anesthesia, making Delaware the last state in the nation to authorize this practice for dental hygienists

Requires dental hygienists to administer local anesthesia only under the direct supervision of a licensed dentist who must be physically present, diagnose the condition, authorize the procedure, and examine the patient before dismissal

Directs the State Board of Dentistry and Dental Hygiene to establish requirements and standards for permits authorizing dental hygienists to administer local anesthesia by January 1, 2026

Sections 1 through 3 take effect on January 1, 2026, or when final implementing regulations are published, whichever is earlier

Addresses Delaware's shortage of dental care providers by enabling dental hygienists to provide a broader range of services and reduce the burden on the limited supply of dentists
