Transfers oversight duties for the Right to Representation program from the Attorney General to the State Court Administrator, including responsibility for funding, regulations, and annual report approval

Changes the funding mechanism from contracts awarded by the Attorney General to direct appropriations provided to Delaware Volunteer Legal Services for distribution among Legal Aid Agencies (DVLS, CLASI, and LSCD)

Expands the Right to Representation Coordinator's role from "conducting" to "coordinating, overseeing, and organizing" outreach, engagement, and education events for tenants and landlords

Extends the implementation deadline for phasing in legal representation services from November 22, 2026 to June 30, 2028, contingent on sufficient funding being appropriated

Adds a new definition for "Legal Aid Agencies" encompassing Delaware Volunteer Legal Services, Community Legal Aid Society Inc., and Legal Services Corporation of Delaware
