Modernizes the definition of "reverse auction" in Delaware's procurement code to include professional services (previously limited to goods and nonprofessional services), requiring real-time electronic competitive bidding where vendor prices are publicly revealed without identifying the vendor

Restricts the use of reverse auctions for professional services exclusively to the procurement of pharmaceuticals or pharmacy benefits management services by the State Employee Benefits Committee

Requires vendors to preregister before reverse auctions for vetting purposes and to agree to contractual terms, conditions, and other solicitation requirements in advance

Authorizes the Section of Government Support Services to contract with third-party vendors to conduct reverse auctions on behalf of state agencies

Keeps proposals and evaluation materials confidential until after a signed contract is received, at which point they become available for public inspection
