Creates a new Joint Grants-in-Aid Committee composed of 6 members: 3 Senators appointed by the President Pro Tempore and 3 Representatives appointed by the Speaker, with no more than 2 members from the same political party in each chamber

Requires the Committee to review grant-in-aid applicants' performance, financial stability, controls, audits, and efficiency, as well as require itemized disclosure of all state appropriations, grants, and donation summaries

Charges the Committee with drafting a recommended grants-in-aid bill for the Joint Finance Committee's consideration

Establishes compensation of $4,670 annually for the Chair and Vice Chair, and $3,929 annually for Committee members

Requires the Chair and Vice Chair to develop review procedures in collaboration with the Controller General and submit them to the Joint Finance Committee for approval by February 1, 2026
