Adds the Delaware Nurses Association to the list of organizations that may make nonbinding recommendations to the Governor for Board appointments

Expands DHIN's fee-setting authority from charging only "nonparticipant third parties" to charging "network participants and users of DHIN services"

Removes outdated references to the Delaware Center for Health Innovation and Delaware Health Care Commission regulations that predated DHIN's establishment as an independent entity in 2010

Updates antitrust compliance language to reference "any applicable federal antitrust guidance" instead of specific DOJ/FTC enforcement policy statements regarding price and cost information exchange
