DE SB14

Establishes an Independent Redistricting Commission with 5 members selected by lot from a pool of 24 candidates chosen by a bipartisan judicial panel, with geographic representation from each county and Wilmington and partisan balance (2 from each major party, 1 unaffiliated)

Commissioners must not have been federal/state lobbyists, political party officers, campaign committee officers, or elected officials within 5 years of appointment, and are prohibited from running for General Assembly for 5 years after serving

Requires redistricting plans to create contiguous districts with no more than 5% population deviation, bounded by natural features, compliant with the Voting Rights Act, and drawn without unduly favoring any person or political party

Creates 4 advisory committees (one per county plus Wilmington) with 12 members each to provide guidance, and mandates 4 public hearings before final plan approval; all Commission meetings must be public with 7 days' notice

Final redistricting plan requires approval by majority vote in both Houses of the General Assembly; if the Commission or General Assembly fails to act by specified deadlines, the Supreme Court draws the district maps
