Removes the $15 million statutory cap on the Delaware Manufactured Home Relocation Trust Fund, allowing the DEMHRA Board to establish and adjust the cap based on costs necessary to fulfill the Trust Fund's purposes

Authorizes the DEMHRA Board to adjust, eliminate, or reinstate the Trust Fund cap with the affirmative vote of at least 3 of 5 board members

Resolves a legal contradiction where current law both sets a fixed dollar cap and grants the Board authority to modify it, which conflicts with Delaware's Constitution

Addresses DEMHRA's funding needs as the Trust Fund is the only source of money for administrative costs and operations, including new responsibilities related to rent increase oversight

Makes technical corrections to clarify voting requirements for Trust Fund-related decisions in § 7041(c)(3) of Title 25
