Delaware would join the Dentist and Dental Hygienist Compact, an interstate agreement that allows licensed dentists and dental hygienists to practice across participating states without obtaining separate licenses in each state

Licensees holding an unrestricted license in a participating state can obtain a "compact privilege" to practice in other participating states after meeting requirements including passing national board examinations, graduating from accredited programs, completing a clinical assessment, and satisfying any state jurisprudence requirements

The Compact establishes the Dentist and Dental Hygienist Compact Commission, a joint government agency with one commissioner from each participating state, which will maintain a data system for tracking licensure, adverse actions, and investigative information

Active military members and their spouses are exempt from paying Commission compact privilege fees, with remote states having the option to reduce or waive their fees as well

The Compact takes effect when enacted by 7 states; participating states may investigate and take adverse action against licensees practicing under a compact privilege, and any adverse action limiting a compact privilege applies across all participating states
