Amends Article III of the Delaware Constitution to require Senate confirmation (majority vote of all elected members) for all members of the Governor's cabinet, not just the Secretary of State

Cabinet members serve at the Governor's pleasure during the term in which they were appointed, and may hold over for up to 90 days after a Governor's term expires until confirmed or replaced

Requires cabinet members to become Delaware residents within 6 months of appointment, with a possible 6-month extension for good cause; failure to establish or maintain residency results in automatic resignation

Applies to principal officers of 16 executive departments including Education, Health and Social Services, Finance, Transportation, Correction, and the Delaware National Guard

Represents the second leg of a constitutional amendment process, requiring two-thirds approval from both legislative chambers to take effect
