Designates the Lieutenant Governor as the new chairperson of the Interagency Resource Management Committee (IRMC), replacing the Secretary of Education in that role

Adds the Chair of the Early Childhood Council as a voting member and includes one member each from the House of Representatives and Senate as nonvoting members

Expands IRMC's role to support and coordinate the functions of the Early Childhood Council (ECC) and align strategy and resources across state agencies for early childhood programs

Changes IRMC's authority over fund allocation from direct allocation to an advisory and recommendation role for funds designated for eligible children under the relevant code sections

Renames staffing support from the "Early Development and Learning Resources Office" to the "Early Childhood Support team" in the Department of Education, with assistance from the Office of the Lieutenant Governor
