Renames the Delaware Nursing Home Residents Quality Assurance Commission to the "Delaware Residents' Protection Commission" and expands its oversight to include nursing facilities, assisted living facilities, and secured memory care units

Adds two new ex-officio members to the Commission: the President of LeadingAge New Jersey/Delaware and the Director of State Government Affairs from the Alzheimer's Association Delaware Valley Chapter, bringing total membership to 15

Establishes automatic removal of Commission members who miss 3 consecutive meetings or 4 out of 12 consecutive meetings

Authorizes the Commission to seek grant funding, form subcommittees, and hold virtual meetings if a staff member is present at a physical anchor location open to the public

Takes effect 90 days after enactment to allow time for the Commission to transition to the new membership structure
