Prohibits any person from reporting medical debt to consumer reporting agencies and bars consumer reporting agencies from including medical debt information in consumer reports

Expands the definition of "medical debt" to include medical bills that are not past due or have already been paid, while excluding debt charged to general-purpose credit cards

Requires medical debt buyers to be contractually prohibited from reporting medical debt to consumer reporting agencies as a condition of purchasing debt from medical creditors

Declares legislative intent that medical debt should not be used in decisions regarding credit, employment, or housing

Takes effect 90 days after enactment into law
