Authorizes the Delaware State Fire Commission to recognize individuals as Critical Incident Stress Management (CISM) team members, in addition to the existing authority of the Police Officer Standards and Training Commission

Allows the Delaware State Fire Commission to approve individuals to function as CISM team members who provide support to first responders involved in critical incidents

Expands the entities that can designate trained peer support members to include the Board of Commissioners and Executive Director of the Delaware State Fire Commission

Applies to confidential communications protections under § 4319 of Title 10, which governs privileged communications involving first responders, civilian employees, and their families
