Amends Delaware's workers' compensation health-care payment system statute to change language from future tense to past tense, reflecting that the original cost reduction goals have been implemented

Adds a permanent one-time increase of 3% in aggregate workers' compensation medical expenses to correct Evaluation and Management Code reimbursements that fell below Centers for Medicare & Medicaid Services rates following previous rate reductions

Clarifies that the Workers' Compensation Oversight Panel's report to the Governor and General Assembly on medical savings and procedure-specific caps was limited to information "known to the Workers' Compensation and Oversight Panel at the time of the report"

Takes effect on January 31, 2026
