Requires the Department of Education to pilot a revised student improvement component for educator evaluations starting in the 2025-2026 school year with at least 3 local education agencies, expanding to 6 additional agencies in 2026-2027

Participating school districts during the pilot years will be "held harmless," meaning the student improvement component will not count toward educators' overall evaluation ratings

Student improvement measures must account for factors including student absences, mobility, chronic noncompliance with school rules, and parental failure to meet responsibilities; students missing more than 15% of class time can only be included with educator agreement

Pilot participation requires consent from both the local education agency and the educators' collective bargaining organization, if applicable

Full statewide implementation of the revised student improvement component for all licensed and certified educators begins in the 2027-2028 academic year
