Makes technical corrections to the Delaware Code across 14 titles (Titles 3, 6, 9, 10, 11, 14, 16, 19, 21, 24, 26, 29, 30, and 31) and the Charter of the Town of Newport to fix errors identified by Code Revisors

Corrects formatting issues including improper use of Oxford commas, incorrect paragraph numbering, alphabetization of defined terms, and improper striking/underlining of legislative amendments

Removes outdated references such as the discontinued medical malpractice review panels in Title 10 and updates references to federal agencies like substituting "Department of Health and Human Services" for the former "Department of Health, Education and Welfare"

Fixes substantive errors including stray phrases in bail statutes, incorrect dollar amounts in penalty provisions, and clarifying "or" versus "and" usage that affects legal interpretation

Requires a three-fourths supermajority vote for passage because some amended code sections may require supermajority approval under the Delaware Constitution
