Expands the definition of "crime" under Delaware's Victims' Bill of Rights to cover more offenses, including those involving domestic violence, abuse, and sexual violence protective orders, thereby extending rights to more victims

Creates a formal complaint process for victims and witnesses when law-enforcement agencies fail to comply with the Victims' Bill of Rights, with the remedy being a writ of mandamus to require compliance

Establishes new victim rights including the right to have a victim advocate present at proceedings, review body-worn camera footage containing their statements, and receive electronic notifications from law enforcement (pending DELJIS system development)

Requires the Department of Justice to create a user-friendly website in English and Spanish explaining victim and witness rights, and mandates that a summary of rights be printed on the back of initial incident reports

Increases combined funeral and burial expense coverage under the Victims' Compensation Assistance Program to $7,500 and repeals the requirement that fund balances over $6 million be transferred to the General Fund
