Restructures the Council for Services for Aging and Adults with Physical Disabilities membership to require more than 50% of members be older persons (aged 60 or more), including minority individuals

Expands membership categories to include local elected officials, general public representatives, family caregivers, and representatives from Indian Tribes or Tribal aging programs when available

Adds a new conflict of interest policy requiring that members representing service providers cannot have personal or financial interest in or receive funding from the Division of Services for Aging and Adults with Physical Disabilities (DSAAPD)

Requires compliance with federal regulations (45 CFR § 1321.47 and § 1321.63) under the Older Americans Act Final Rule, with a deadline of October 1, 2025

Maintains existing provisions for 3-year staggered terms, unpaid service with expense reimbursement, and council chair rotation between aging community and physical disabilities representatives
