Amends the Town of Houston Charter to gender-neutralize language and update technical standards to conform with Delaware Legislative Drafting Manual requirements

Modifies qualifications and duties for Town officials including Town Councilmembers, Secretary, Treasurer, Alderman, and Tax Collector, and changes polling times, election dates, and nomination procedures

Increases the Town's borrowing limits from $100,000 to $500,000, increases maximum fines from $500 to $2,500, and removes previous caps on revenue the Town may raise through taxation

Expands the Town's authority to tax utilities including telephone, cable, and fiber optic infrastructure, and clarifies voting rights for multiple owners of a single property

Updates annexation procedures, contract requirements, tax collection methods, and budget posting requirements, including mandating publication on the Town's website
