Expands the list of positions eligible for mental health services unit funding in Delaware public schools to include registered nurses licensed by the Board of Nursing, board-certified assistant behavior analysts, and board-certified behavior analysts

Beginning in fiscal year 2026, provides 1 funding unit for every 250 full-time equivalent students in grades K-5, 6-8, and 9-12 for employment of eligible mental health services staff

Requires school districts and charter schools to adopt policies directing how registered nurses and behavior analysts funded under these provisions deliver mental health services to students

Expands the definition of "other mental health provider" to include board-certified behavior analysts alongside providers licensed by the Board of Mental Health and Chemical Dependency

Requires the Department of Education to develop a strategic plan by December 31, 2025, to expand mental health services units into preschools, middle schools, and high schools
