Requires offenders to remain on the list for 5 years for misdemeanor convictions and 15 years for felony convictions

Allows early removal petitions after 2 years for misdemeanors or 7 years for felonies, with court discretion based on factors including rehabilitation, criminal history, and risk to animals

Prohibits animal shelters from approving adoptions to individuals on the animal abuse offender list, with exemptions for pet stores hosting shelter adoption events
