Allows net energy metering customers to carry over excess kilowatt-hour (kWh) credits from one annualized billing period to subsequent billing periods, rather than having those credits revert to the electric utility at the end of each year

Removes provisions that previously allowed commission-regulated electric utilities, municipal electric companies, and electric cooperatives to keep excess kWh credits generated by customers with solar or other renewable energy systems

Permits regulators to impose limits on the amount of excess kWh credits that nonresidential customers (excluding farm customers) may carry forward at the end of an annualized billing period

Allows commission-regulated electric utilities to recover implementation costs, including billing system IT upgrades, required to comply with the new credit carryover requirements

Requires utilities to bring their billing systems into compliance with the new requirements by December 1, 2026
