Creates a new Transportation Appeals Board within the Delaware Department of Transportation (DelDOT) as a quasi-judicial body to hear appeals of department decisions, such as permit grants or denials

Board consists of 7 Delaware residents appointed by the Governor with Senate confirmation: 2 members from each county plus a Chair from any county, with no more than a simple majority from one political party

Members serve terms of up to 3 years with a maximum of 2 consecutive full terms; members receive no compensation but may be reimbursed for expenses

Establishes appeal procedures requiring aggrieved parties to file within 20 days of DelDOT's decision, with the Board required to schedule a hearing within 30 days and conduct it within 180 days, followed by a written decision within 90 days

Parties dissatisfied with the Board's decision may appeal to Superior Court within 30 days of receiving the Board's written decision
