Repeals the existing Delaware Sentencing Accountability Commission under Subchapter X of Title 11 and reestablishes it as the Delaware Sentencing Guidelines and Accountability Commission under Chapter 89A

Creates a 9-member Commission consisting of 3 judiciary members appointed by the Chief Justice, 3 Department of Justice members appointed by the Attorney General, 2 Office of Defense Services members, and 1 private criminal defense attorney

Places the Commission within the Criminal Justice Council for administrative and budgetary purposes, with an Executive Director to manage operations and staff

Charges the Commission with reviewing and updating sentencing guidelines using evidence-based practices to hold offenders accountable and reduce recidivism, with guidelines serving as the presumption in sentencing

Requires the Commission to submit an annual report by October 1 to state leaders including the Governor, legislative leaders, Chief Justice, Attorney General, and Chief Defender describing any substantive changes to sentencing guidelines
