Establishes acceptable forms of evidence for proving that security deposit communications were sent between landlords and tenants, including certificate of mailing, registered/certified mail with proof of delivery, or in-person delivery

Allows landlords and tenants to use electronic communications (email, text, or other written electronic means) for security deposit notices if the parties regularly communicated through those methods during the tenancy

Requires the party using electronic communication to demonstrate that the message was actually received, through evidence such as a response, read receipt, or other confirmation

Amends Section 5514(h) of Title 25 of the Delaware Code, which governs security deposit return procedures and notice requirements
